Background

As a preliminary activity of the research it is important that the researchers gain similar knowledge and understanding about the research setting. Therefore the core research team needs to conduct a review of the current HIV/AIDS policy and programming at the national and provincial level. This review will also document key factors that support or facilitate or hinder achievements of HIV/AIDS and programming in the country. Further, more results of the review will be utilised to develop the main protocol of the research.

The review will cover three topics as following:

  1. Historical events of HIV/AIDS in Indonesia.
  2. Current HIV/AIDS-related regulations and policies implemented at the national and selected major cities such as Medan, Makassar, Denpasar, Manokwari, and Surabaya.
  3. Existing HIV/AIDS programs (e.g. Prevention, Care, Support and Treatment, and Mitigation).

Objectives

A core research team at the CHPM has been established and has embarked with participating in the HIV/AIDS Policy Network (HPN) Forum in Kupang. Following the Forum, CHPM is currently preparing a review that would elaborate all events addressing HIV/AIDS responses in the form of policies, programmes, and regulations applied in the country. In detail main objectives of the review are as following but not limited to:

  • Documenting the historical events of HIV/AIDS policy and programming in Indonesia.
  • Mapping out the current HIV/AIDS related regulations, policies, and programming.
  • Identification of gaps between policies and programming/implementation and to map out supportive versus non-supportive regulations and policies.
  • Documenting comprehensive recommendations that can be applied to the development of further research protocol.
